Solution:

The sum of any two consecutive numbers is always odd, and the sum of two consecutive odd numbers is always divisible by 4.

= 13 + 15 = 28 and 28 is divisible by 4
= 5 + 7 = 12 and 12 is divisible by 4
= 17 + 19 = 36 and 36 is divisible by 4
= 9 + 11 = 20 and 20 is divisible by 4
